Official Community Plan Update 2025

Our Plan... Our Future... Our Clearwater

What's happening?

The District of Clearwater is updating its Official Community Plan (OCP) - the highest level land use planning document. Now more than 12 years old, the current OCP no longer reflects Clearwater’s evolving needs and priorities.

What is an OCP?

An OCP is a strategic long-range document that expresses the community’s shared vision for the future. It guides decision-making on growth, housing, land use, transportation, infrastructure, parks and recreation, environmental stewardship, economic development, and more. Through this update, the OCP will remain a relevant and effective tool to shape a resilient, vibrant and sustainable Clearwater.

Community Engagement

Community input has been a central part of the Official Community Plan (OCP) update. Over the past few months, the consultant team has connected with residents, businesses, and community leaders through two public open houses, an online survey, community pop-ups, business drop-ins, and one-on-one meetings with Council and key interest groups. In October, a Town Centre Visioning Workshop was also held with Council, staff, and community leaders to explore ideas for strengthening the heart of the community.

A summary of all engagement activities completed since the project began in spring 2025 is now available. Read the What We Heard Report to learn more about the feedback shared by the community. This input is directly shaping the updated OCP and will help ensure it reflects local values, priorities, and a shared vision for the future.
