Public Works Update
Starting July 20th, C3 Mainline will be completing flushing and camera inspections of the District’s sewer system. Residents may experience temporary traffic interruptions or detours. Hydrant maintenance and painting are underway, water main flushing has been completed, and pothole patching continues throughout the community. Thank you for your patience as this work is completed.
Water Metering
Thanks to Provincial grant funding, the District is installing water meters on all properties connected to the municipal water system at no cost to property owners. Water metering will help identify leaks, improve water conservation, reduce operating costs, support future infrastructure planning, and strengthen our community’s resilience during droughts and emergencies.

Bylaw Update
Dogs, your best friend, or a menace to society?
Most dogs are fine with all sorts of people and cause no problems but there are ones who have never properly socialized and can view people as threats to be driven off.
Here’s some tips from the Bylaw Officer for dog owners:
- Keep them in your yard, dogs at large can scare people.
- When on walks, keep them on a leash and ensure the leash holder can handle the dog in the event of an unintended interaction.
- If your dog has aggressive or defensive behaviour; keep them under firm control at all times.
- If your dog barks a lot, use a bark deterrent collar or keep them inside.
- If your dog barks constantly, threatens someone, or attacks them, you are potentially legally liable and could be fined and the dog may be seized or worse.
If you are afraid a dog may be aggressive, stay well clear so you are not seen as a threat.
If you are approached by an aggressive looking dog, use a quiet soothing voice and back away slowly, do not turn and run, that could activate their chase instinct.
A dog barking and wagging its tail generally means it wants to be friends, but don’t approach and try to pet it.
If you have an issue with dog behaviour, don’t post your frustrations on Facebook; instead, file a complaint with the District-a form is available on the district website. https://www.districtofclearwater.com/municipal-hall/bylaws/
Short-term Rental Update
The District of Clearwater is continuing to work on creating a path forward for Short-term rentals while ensuring accommodations are safe for visitors and compatible with our neighbourhoods.
Council will soon be reviewing amendments to the Zoning Bylaw that would expand opportunities for short-term rentals, including secondary suites, cabins, and other traveler accommodations. The updated bylaw is anticipated to be considered in September 2026.
In the meantime, a temporary licensing process is in place for new and existing operators:
- Submit a Business License Application.
- Book and complete a Fire & Life Safety Inspection.
- If the property passes the inspection, a 6-month Provisional Business License may be issued.
If there are additional items to resolve—such as zoning, occupancy, or other regulatory requirements—you can continue working through those during the provisional license period.
The District is committed to working with property owners throughout this process while supporting safe, responsible short-term rental accommodations in Clearwater.
