UBCM News #2

September 24, 2014

Council continued their meeting schedule – starting with Premier Clark and Minister Wilkinson, Minister of Technology, Innovations and Citizen Services.  Discussions were held regarding the importance of Rural Sustainability with an outline on the need to implement a Rural Provincial tax credit for individual tax payers in rural BC; this could offset the higher costs of utilities and necessary amenities. The absolute importance of adequate Broadband and Cellular service was stressed to ensure connectivity for our businesses, education system and tourist/visitors. Further Council presented a request for the government to work with the District to setup a Services BC desk in Clearwater.   A second meeting was held with Minister Thomson, Ministry of Forests, Lands and Natural Resource Operations to discuss the results and implementation of the Forest Tenure Review, the 5% “take back” and support for our Community Forests.

During her speech to the delegates Coralee Oakes, Minister of Community, Sport and Cultural Development highlighted topics including Strong Fiscal Futures, the Building Canada Plan and local election campaign finance reform.

Minister Oakes announced the Small Communities Fund – part of the renewed Building Canada Plan – intake for applications will take place the end of October.  The program will deliver $218 million in federal and provincial funding over the next 10 years to communities with populations less than 100,000.  Communities will be required to provide a 1/3 matching contribution. Oakes also announced the Government of British Columbia will provide $1.5 million for the Asset Management Planning Grant Program, which will be administered in collaboration with UBCM.

News from 2014 UBCM

September 23, 2014
Union of BC Municipalities Convention

Council is scheduled to meet with Provincial Ministers and Premier Clark at UBCM this week.

September 23rd – Council met with Minister Todd Stone (Ministry of Transportation & Infrastructure) to discuss concerns regarding the condition of Clearwater Valley Road, safety on Highway #5 (passing lanes north and south) including the intersection of Clearwater Village Road and Old North Thompson Highway, second meeting with Education Minister Peter Fassbender where Council recommended a higher focus needs to be placed on promoting higher technical learning and ensuring options for offering health sciences at our high school. This must be integrated with a strategy to provide adequate broadband services.

Further Council participated in forums and discussions where announcements were made by the province to create a Rural Advisory Council with a mandate to provide input to government policy decisions in order to support rural communities – this is in recognition that rural BC is a major participant in the revenue generation for the province.

Among many announcements today the Ministry of Health announced a further $500,000 in funding in 2015 for a new round of Age-friendly funding available through UBCM. Local governments can apply for up to $20,000 for assistance to prepare for an aging population. This is the same grant funding that has afforded the District the opportunities hire an Age Friendly Events Coordinator this past year.

stay tuned for more.....

District of Clearwater Water Main Flushing

District Public Works crews will be performing our Fall flushing program between September 23rd and November 4th, 2014.

Water main flushing is a key component in maintaining water quality throughout the water distribution system.
The District of Clearwater performs water main flushing on a biannual basis; spring and fall.

Water main flushing utilizes water velocities created by “pulling” larger than normal volumes through the system to clean the water main.
Public Works crews systematically turn water valves and fire hydrants on and off to effectively flush the water system.

When the District’s Public Works Department is flushing water mains in the community you may experience a loss in pressure, cloudy and/or discolored water; none of which are a health concern. Should you experience cloudy and/or discolored water, please run your taps for a minimum of 5 minutes (exterior tap) or until the water clears.

Should you experience prolonged pressure loss and/or discoloration please contact the District of Clearwater @ 250.674.2257.

Open fires will be permitted Effective Noon September 15th

Please download the following notice in regards to open fires being permitted in the District of Clearwater.
